I have tried importing photos from my camera's media card and when
Roxio Media Experience tries to open I get a message that the
Roxio Easy Media Creator 9. msi file is missing......

Whats going on with that?

Have you tried a repair install?  If there are missing files, the repair install will replace them.

Roxio Easy Media Creator 9. msi is an installation file, it does not get installed permanently as part of the suite. You don't say exactly what the message box is, but maybe it is the Windows installer (that seems most likely).
If you have the CD, the file will be on that. If you have the downloaded installation file, extract its contents (using winzip or similar) to a convenient folder, then when whatever it is that is asking for that file, (I assume the message box conrains a browse button?), browse to where you extracted the contents of rhe installation file.
Dell XPS630i. Chipset: nVIDIA nForce 650i SLI. CPU: Intel Core 2 Quad Q6600 2.4 GHz. RAM: 3 GB (DDR2-800 DDR2 SDRAM). Hard drives: 2x WD25 00AAJS-75VWA 250GB SATA. Video: NVIDIA GeForce 8800 GT 512 MB. Audio: Audigy 2 (Dell OEM). DVD RW drives: Liteon iHAS234, HL-DT-ST DVD+-RW GSA-H73N. All drivers and firmware up to date.
