If EMC 9 works the same way as EMC 10, then just double-click on the frame and it should add it to the canvas
The Help system also shows how to add frames

What happens when you select Enhance then Frame? Do you get a window showing different frame types? If you double-click one of the frames another window should open with more frames (for that type). You can also open the drop down window to select a frame from the different category.
Double-click on the desired frame and it is added to your image.
This is from the EMC 10 help system (it should be the same for EMC 9, maybe someone can confirm):
To add a frame to a photo:
- In the All tasks pane, under Enhance click Frame. the Frame dialog box appears.
- Select a frame category from the drop-down list.
- Double-click the frame design you want to use.
- Reposition or resize the photo as required.
I just read sknis's posts regarding a problem with EMC 9 'frames", hopefully someone will confirm either way.

The steps myguggi outlines are exactly what should work. It should work the same whether you are trying from a blank canvas or a photo. I'll follow your exact steps to try to reproduce your trouble, but it sounds like you are doing everything correctly, if you are following his directions.
ETA: I tried it just to be sure, Rachel, and yes it is as Walt said ~ double clicking should bring the frame onto the canvas. If you really have to have a particular frame for this project, you could open/insert it directly from the Roxio EMC 9/PhotoSuite program files (Roxio/PhotoSuite9/Content/Borders/Frames). Just pick the one closest to your image dimensions so you don't get too much distortion. Alternately, have you tried the Mat command? The Mat command frames an image nicely, and what's better in it than the Frame option is that you can choose your own photo to use as the frame (mat). Just uncheck the v-groove (or check to keep it the same as core) so it doesn't appear to be a mat.
