Can I Use Dvd For Blu Ray?

Just a simple question...

Can you use normal CDs or DVDs to author a blu ray video onto or do they have to be Blu Ray disks? If you can what speed can these disks support?

some players will play BDMV content on DVD (early Panasonic players, not sure what else).  max bitrate is probably 20,000 kbs.

I would keep the bitrate lower than that. Max of 15k or 18k. It will play as AVCHD.
