I get a kernel panic when attempting to encode video using either Toast 8 or Toast 9.  What other software can I use for this purpose?  Does anyone else have this problem, and if so, what fixes are available?

PowerMac G4 with 1.7 GHz processor upgrade, 2 GB RAM, Mac OS X 10.5.3 (Leopard)

The only time I experienced a kernal panic with Toast is when I had defective RAM. I strongly suggest running an application called Rember to do an extensive RAM test. TechTool's RAM test is not adequate (I know from my experience)
I'm just a fellow Toast-user so please don't blame Roxio for any misguidance I may provide. And do let me know if your issue gets solved. Cheers from Eugene, Oregon!
