I've a PackageMaker built Metapackage, Install.mpkg, burn into a Hybrid CD. Running Install.mpkg under OS 10.4 doesn't have problems, but when I run it under OS 10.3, there's always an error saying Install.mpkg couldn't be read.

Anyone met such problems before?

Off the top of my head I would say that you might want to start by copying the file to an external hard drive first, and then testing on 10.3.  Maybe it is the file itself that is the problem.
If the file itself works fine in 10.3 then I would test with a more simple disc setup, maybe just a plain mac data CD.

The file itself is working fine under 10.3, if I run it from HDD or I burn it onto a Mac Data CD. Was wondering if there's a known issue for this under 10.3 :)

Wow, that is a head scratcher for sure.  I dont really have any suggestions for you, did you burn the regular data cd with toast as well?

Thanks.. Anyw.. I've tried to burn the same Hybrid CD using ShadowBurn (got it as a shareware from apple.com) and there's no problems with it.. so I guess its probably a Toast problem.

Why burn a Hybrid?  Is this disc usable on a PC?  If not, just use Mac Only format.  Also, make sure you are using HFS+, not HFS.  If it works in 10.4, but not 10.3, it sounds like a problem with the drive reading the disc or the package itself.
