I have a concert podcast file that's about 21/2 hours long. It won't fit on a CD. How can I break it up into two CDs? Better yet, can I break it into individual songs?

Sure.Open Sound Editor and add the file then you can break it into as many pieces as you want, save the tracks and then fit them how you want onto discs.
