Is there anything in EMC 2009 that makes it any better than version 10? If i'm not even editing HD files why should it matter if I get Version 10. Can you do Chroma Keying with a white box? Is version 10 very buggy at all in comparison to version 9 or 2009?

What do you mean by white box? white background? Videowave has been able to chroma key any color for several versions. If you're not editing HD files, EMC 10 may be sufficient for your needs. EMC 10 was very stable on my machine. Just make sure you have drivers updated and the latest DirectX updates if you are using WinXP.
