Need some help here from someone with some better video DVD experience.

I'm building a DVD image in iDVD so i can have nice, custom chapter menus and an intro. Now that it's complete, I save the project as a disc image. In doing so, I have an archive with both the VIDEO_TS and AUDIO_TS folders created.

Because the image size is bigger than a standard, single-layer DVD-R, I can bring the image into Roxio Toast and use video compression to get it down to the 4.7 GB disc limit. However, I would also like to add PDF files of the cover art and disc labels on the actual disc. This is where I'm stumped.

If I were to create my disc in Toast as a DVD Disc (which negates all the iDVD menus and uses Roxio's lame templates), I could add additional, non-video content via the Data panel. But, I want to simply compress the existing VIDEO_TS folder "as is" and add a couple MBs for the PDFs. I don't see any option in Toast to do this.

Can anyone help?

You can't make this work with Toast. When using Fit-to-DVD Toast uses the entire space of the single-layer disc so there is no room for added data content.
I'm just a fellow Toast-user so please don't blame Roxio for any misguidance I may provide. And do let me know if your issue gets solved. Cheers from Eugene, Oregon!

This was possible in Popcorn 2.0 using the "Include DVD-ROM content" option.  Using this option, Popcorn 2.0 could compress a VIDEO_TS folder, preserve the original DVD menus, and copy additional files that are in the same hierarchy as the VIDEO_TS folder.

Popcorn 3, Toast 8, and Toast 9 have this option but it does not work at all.  Even when the "Include DVD-ROM content" option is enabled, only the VIDEO_TS folder is burned to the DVD, and nothing else.  I have opened numerous support tickets, but Roxio's tech support was of no help.  For more details, check out this thread:

Hi Folks, I had a problem opening Toast 7.1.3 earlier today, It crashed every time, I ran disk utility which did nothing, I then remembered I had recently Installed a Quicktime component update, Installing the following components: avc1Decoder.component, mp4vDecoder.component, mp4vEncoder.component & x264Encoder.component, I have just removed these 4 components from Library/Quicktime folder & Bingo!!  Toast Is back again! I hope this helps you.    Chris
