I am creating DVD masters with the Jacket_P folder but when burning multiple disk with the VIDEO_TS option in Toast It copies everything but the JACKET_P folder and files how do I get this to work properly.

Use the DVD-Rom (UDF) setting in the Data window. Click New Disc and name your disc. Add the VIDEO_TS folder (Toast will automatically add the AUDIO_TS folder) and any other folder or file you want. If you save this as a disc image, however, it still may end up as only the VIDEO_TS and AUDIO_TS in copies you make via the Copy menu. So make all your copies from the Data window.

Oops, that wasn't very clear. You wouldn't burn a disc image itself in the Data window; what I mean is burn multiple copies from the files and folders rather than create a disc image.
