Hi There Everyone;
I'm thinking about purchasing Toast 9 and am wondering if it has the capability to rip and re-burn DVD's of other regions, so they can be played on a Region 1 DVD player.

Toast burns DVDs as all region. However, it does not rip encrypted DVDs.
I'm just a fellow Toast-user so please don't blame Roxio for any misguidance I may provide. And do let me know if your issue gets solved. Cheers from Eugene, Oregon!

Thanks much tsantee. What got me started on this is a DVD my father got as a gift from a friend in the UK. It doesn't work in his DVD player, however it played on my MacBook and I had no trouble ripping it with Mac The Ripper. Tried burning it to DVD from there and using Handbrake, however it wouldn't work. A friend told me about Toast and I figured I might be able to use it to get Dad a good DVD. As I research it, there are other features I could use too.

The issue here isn't regions, but format. The video needs to be converted from PAL format to NTSC in order to be playable on something other than a computer. (There are a few DVD players sold in the U.S. that can play PAL DVDs but they are very uncommon).
Toast can do the PAL-to-NTSC conversion (or vice versa). In your situation the process is to place the VIDEO_TS folder on the Desktop, choose DVD with the top button of the Toast Media Browser, and dragging what appears in the browser window to the Toast Video window with DVD video selected as the format. Toast then extracts the video as an MPEG file from the VIDEO_TS folder. The next step is to set up your new DVD's menu the way you want and click Save as Disc Image. Toast asks if you really want to convert the PAL video to NTSC. Click okay. When the disc image is finished you can burn it to DVD using the Image File setting in the Copy window.

Ah yes.....NTSC vs PAL!! Right on! It plays on my own DVD player which is an Oppo 981, however that plays PAL, NTSC and any region.
