I have done all the "fixes" offered in the Roxio support section, including clean install twice (Roxio EasyMedia Creator 9). The program will not initiate anything when I choose the capture feature. My video cam is plugged into a compliant firewire port and other capture programs (MS movie maker for instance) can see the device but Roxio can't/doesn't. I wanted to see how this worked in version 9 before doing any kind of upgrade. Any suggestions?

So in "Media Import", you are not seeing any video device to capture from? Do you have the camcorder turned on and paused? Which camcorder do you have?
Regardless of what I say about computer maintenance, there is no need to defrag a solid state hard drive.
