I have a AVI file with 2 audio tracks. If I compile it to a DVD, the screen does not give me the Language Option.
How shall I do it to make a DVD with both audio tracks?

C2009 does not have the capability to create DVDs with alternate audio tracks. You would have to create a DVD for each language.
