Will Creator 2009 Ultimate Do This? Capturing still images

If I purchase Creator 2009 Ultimate w/ the the video capture USB device, will it allow me to capture a still image from a videotape? From an .avi file?

Capture a short segment and then use Media Selecter to Extract Image.
