Sound Static On Video Capture

I thought this could be some type of electronic static problem, I reset, rebooted and unplugged all devices to no avail.
The sound issue is there when I am listening to the playback and also once the recording is complete.
I am copying to an external hard disk from my VCR/DVD unit. The unit does not have issues when played to a monitor.
I also tried multiple installs of the Roxio capture device that came with my product also to no avail.
The static remains, sounds a bit like what you get with LP's scratching.
Might it be sound drivers? Please suggest, I am rather beffudled as to what to do at this point.

You are capturing What?

You are capturing How?

Can you hear this before or during recording?

Did you try different wires to connect with?

Try turning down (all the way) your audio acceleration using Windows>Start>Run> dxdiag> Ok> sound tab.

Regardless of what I say about computer maintenance, there is no need to defrag a solid state hard drive.
