If you have an A/D converter like the USB device from Roxio (or Pinnacle) and if your computer exceeds the minimum specs and if the VHS tapes do not have copy (scramble) protection, then yes.
Regardless of what I say about computer maintenance, there is no need to defrag a solid state hard drive.
