Loading Error Error 0012

I have tried to install the program several times and have tried the clean install. I am now receiving an error called 0012. Can someone help out?

By the way I am running Windows Vista Home Basic. I meet all the minnimum requiremnets with no issues. Am I missing some thing?

Are you encountering the error during installation or during other steps?
