Cannot Find & Reinstall Video Capture Usb

I Recently did a re-partition, reinstall of my vista system.
I do this on a yearly basis to keep things fresh, a bit of a staple for me.
Upon re installation of roxio 9 I find that there are several disturbing things.

1. It seems I no longer have the full video program, only the audio program, which i never use.
2. The video capture software that came with my system is nowhere to be found.
I have combed the disc looking for this, as it has become a staple for me over the past year
in transferring all of my old vhs tapes to digital.

I open roxio video & now get an update screen, where there was once a rather intensive menu.

I reinstalled all drivers, & even upgraded them all, including my video card driver before installing this.

How did my premium software become non-premium, & where is my Video-capture software?

No I'm lying!!!
I have the full installation disc with my original premium home vista package







I may add it worked perfectly well for a year+
I had excellent results going through my leadtek pvr.
Now in the menu I get nothing.

That imageshack photo says Roxio Creator DE (the DE stands for Dell Edition).

Did this software come with your Dell?

Why would you reformat your machine if you don't know how to reinstall your programs?

You do not have Roxio Creator 2009 since that came out in the fall of 2008 - and not over a year ago. You have some crippled version of maybe EMC 9

Look I don't need obnoxious techies with one-ups man attitudes acting snippy.
It is a simple question.
Yes i do know how to reinstall an operating system, i have reinstalled many.
DE is is Dell Edition thank you.
That's good to know.

However this doesn't answer the question.
The software worked beautifully for over a year.
Now after reinstall it does not?

This is the question.
All the drivers have been reinstalled & updated, so not a question of detection.
It's a question of absence.

Yes I have now 3 posts.
This is because I never had a need to come here.
Who would if their software was working perfectly?
Now it is absent.

Dell on the cheap deals with Roxio for a cut down version to put on your PC usually for free.

Most here use a Roxio retail bought version, I have no idea how to help you fix the Dell Version.

No I haven't
I instinctively opened to look for the folder, after running the installer & noticed that video capture usb was absent.
this is why I posted the screen-cap of the folders, to see perhaps if i were missing something by the name of the folder.
I looked through each & every folder, but it's not there as far as I can see.
Also looked in the programs folder for a setup file, but not there either.
I am quite anal about storing all of my discs for re-installation together, & even in the order that they are to be used.
& numbered on the sleeves, so i know I am not missing a disc..
I do this even before I setup & wire the pc.

I will contact Dell next.

I knew this was an OEM disc, but did not know that this was an exclusive Dell version.
I figured i would ask here, because you guys live & breathe this software.
Every software prog,  & their interactions in the registry is different.
It is never just black & white in my experiences.

Regardless of what I say about computer maintenance, there is no need to defrag a solid state hard drive.
