Rolls Back After "installing Emc11 Content" Keeps rolling back during install

When I try to install roxio creator 2009 and it get to "installing EMC content" it just starts rolling back. I have successfully installed it on my notebook but I don not use my notebook for video capturing/editing. The only difference is that I had nero8 ultra edition install on my desktop but I have uninstalled it. I have tried:
-clean install for C2009 (to the "T")
-2009ContentDiskError HotFix.zip (Could not locate the required registry key for removal!)
- Windows installer clean up (could not remove neroxml [1.0.0])
-Could not find "dsetup.dll" on C drive
Do I have to format my drive to install this?
