Disc Size

I am new to this ,so bear with me. have Creator2009. When I burn a movie file to dvd  a 700mb file cannot be burt in HQ as it fills the entire disc and then some.
Im talking about movie files. The program appears to see megabites and no gigabites. Some movies that are not near the capacity of the disc cant be burnt. Whats up??

The size of the file is not really relevant in video work, time is, max. 1 hour for std dvds = best.
