Is there a way to convert a video with ac3 audio to a divx file with ac3 audio?

That cannot be done within Toast. I believe there is a workaround where users have used QT Pro to replace the audio tracks after Toast completes the DivX encoding. Unfortunately it is something I'm not experienced with.
