Do I need to buy a DVD decoder to play a DVD

I have a new Dell with pre-installed Roxio Creater DE 10.2.  I was able to register it, but when I tried to play a DVD I got a message that said "Windows Media Player cannot play this DVD because a compatible DVD decoder is not installed on your computer."

Do I have to buy a decoder?  Or is there one on my computer that has to be installed?  If I have to buy one, what is the best one to buy.  I see some are incompatible with Roxio, and I don't want that problem.

Would appreciate any help.  I have never bought a computer with a CD or DVD drive that wasn't ready to use, so I am wondering if I really need to buy a decoder.

It is junkware – Dell provided it, Dell supports it! Contact them and ask them how to play a DVD.
