When i make the back up verification always fails at 21 percent. Ive heard this dosnt matter but all my movies will freeze at least once and then jump a scene? What can i do???

It sometimes doesn't make a difference but as you've seen it can mean the disc has playback problems at that point and/or you won't be able to copy the video from that DVD at some future time. The most likely culprit is the blank discs themselves. I'd try a different brand. A good bet are Verbatim DVDs.
Something to do to minimize this issue (other than using good-quality media) is to first choose Save as Disc Image and then burn the resulting .toast file using the Image File setting in the Copy window.
