Hi, Is there anyway i can split or edit a vob file?

With Toast you only can do it if it has chapters, in which case each chapter can become a separate video Title. This is done via the Media Browser. What probably would work better for you is to use MPEG Streamclip. Use it to cut and save two or more MPEG files from the VOB set and drag those to Toast for authoring to a new DVD or exporting to a different format.
