ROXIO Media Experience "LOOPS INSTALL" will not quit

Easy Media Creator 9.  

ROXIO Media Experience!!!!!!!!!!!!!!!

The program keeps looping.  Looking to install with this file:

C:\DOCUME~1\ADMINI~1\LOCALS~1\Temp\pft1C7.tmp\
Or the install / .msi  file.  This is not available on either of my CDs

There is no temp file with this info.

I have found no fix that has worked on line - blogs or on ROXIO.
Technical support was not helpfull at all.  

I read that it had to do with NET framework????  
Is it ROXIO or Microsoft - that is the culpret?

Is ther something in the registry that I can tweak to make this stop?

This INSTALL error started after my CPU was Microsoft updated and my  LAPTOP a week later. They are not on a network.

Should have nothing to do with .net framework.  

Start with a clean install.  Copy the DVDs to a folder on your computer.  Scan for malware and defrag your hard drive.  Turn off your antivirus software, open the folder and install from there.  Install the program first, reboot and then install the content.

Here are the instructions for a clean install on XP. Scroll down to see the Vista instructions.   Print them off and follow them exactly.

Regardless of what I say about computer maintenance, there is no need to defrag a solid state hard drive.
