You have a Dell OEM version: (more info on your version http://forums.support.roxio.com/index.php?...ic=48364&hl )
An OEM version is crippled/limited version of the full retail Roxio suite and usually comes with a DVD burner or a computer system. Each OEM version is different from another depending on what the agreement the manufacturer has made with Roxio to include in the OEM.

Seriously? I paid 99 bucks for this and it has no video editor???? I am calling dell!
Actually this IS the full version - its NOT like that photo at all, and I have gone to my uninstall and going to reinstall, and it said 'uninstalling video wave'....so my question is....where the heck is video wave hiding?

If you really have the full, retail version of EMC 10 ( which you can propably pickup for $10 on eBay since that version has been superceded by Roxio Creator 2009) the Videowave is listed under Video on the EMC 10 home page. See attached image
BTW, if your EMC 10 Home page does not look like this then you don't have the full version and a crippled version and you got ripped off (which you did anyway if you paid $99)

If I go to change the program in the uninstall area, it shows I have it....but its not in the program....

You got ripped off. Dell doesn't sell the full version of the software. Only Roxio, and retail outlets do, as far as I know.
Roxio Creator Premier 10 is not the same as Easy Media Creator 10.

My guess is that VW is not included as a Stand Alone program in that edition.
However it is a sub-program called from MyDVD for editing in MyDVD (right click on the movie and click Edit option)
One other thought – did you look in the Program Menu? This is for 2009 but it is similar in EMC 10:

But in spite what you want to belive, you do not have a Full Retail version of EMC 10!
