I am also unable to get past the registration page.  The Roxio Creator 9.0 DE software states that there is "no internet connection" but I am connected to the internet.  From that point I have two options.  Option One is to click on the retry button.  This takes me back to the "no internet connection" message.  Option Two is to click on the cancel button.  This does nothing.  I am left with a Product Registration window that will not close.  In order to close the window I open up the Task Manager and end the Roxio process.  I tried to troubleshoot the issue by unplugged the network cable and running the application.  From what I read online I should have been prompted to register offline, but I was not given this option.
I also tried to register the software online but was unable to with the serial number I received.

My computer specs are as follows:

64-bit MS Windows VISTA business operating system
232 GB hard drive
4.0 GB of Ram
Intel Core 2 Duo CPU processor

Sorry but if you have the Dell 9.0 DE it is an OEM and all support comes from Dell for that version…

I thought they stopped using that program a year or 2 ago?

Ignore the registration.
