In case others come across this thread like I did from a Google search, Magic Jack also causes this issue. I went through the install/reinstall steps listed here but still had the problem.
Searching the rest of the forum turned up that Magic Jack causes the issue but wanted to list it here in case someone else besides me finds this post first.

Your problem had nothing to do with the problem, in the thread that you hijacked. That OP did NOT have Magic Jack.
Magic Jack has been discussed in these forums for over a year. It is a problem program, and the workaround, for using the Roxio software, is quite easy. Just unplug Magic Jack, when you use the Roxio software.
