Error Code 0009

Please help me install my VHS to DVD software off the disc that I purchased from Best Buy. I can not install it and I get a message that say Error Code 000D

1. Delete %temp% files
2. Copy the contents of the installation disk to a folder on say desktop and see if you experience any error
3. If copying is successful, try installing using setup.exe from the copied folder.
