I went on holiday recently and captured it on my Sony Handycam. I managed to rip the files from the DVD in .VRO format so I imported it into Toast 8 Titanium to convert, but it thinks i only have 19 seconds worth of video. When I export it sure enough there is only the first 19 seconds worth of my 25 minute long video.
The weird thing is that when I drag the preview bar along in Toast it shows all of my video, even though it thinks there's only 19 seconds.
What do I do?

I'm presuming you imported it to Toast via the Toast Media Browser (which is correct) or did you do it some other way?
It may be that the file has time code breaks that are causing the problem. If you can open the file in MPEG Streamclip you can use that application to fix the time code breaks. Then choose Convert to MPEG from the File menu and use that file in Toast.

Mate I can't tell you how much that helped me out. I didn't realise that's what the problem was so I never thought to do anything like that. Thanks so much.

You're welcome. It's one of the things I've experienced with my standalone DVD recorder so I thought it might be your issue as well.
