My DVD burner had to be replaced and I was told to uninstall then reinstall my Roxio Creator 2009 program because it wasn't recognizing the new drive. So I uninstalled the program, but when I try to reinstall the program it reads the CD and appears to be installing the program, but it won't install. I have tried 3 times now with no success. Is there a reason why it's not allowing me to reinstall the program. I am entering the key number each time I try.

Who told you to uninstall and reinstall the software?
Try this, instead. Use the version 3 PX update, in the following link. It is the bottom link:

Roxio should recognize your drive, after installing the PX update.

If they already uninstalled it, I think is will be too late for PXEngine
What is “won’t install” mean. Is that an error message?

There is probably too much drek left in your system, since the uninstaller is so inefficient. That will prevent a fresh install.
Best thing now is a "Clean Install" where you manually clean out the rubbish. Instructions are HERE if you're working in XP, or HERE if you're running Vista.
It's worth printing the instructions out so you can follow them meticulously.
