If we download this one, will it stop Roxio programs from downloading it yet again when installing them?

As far as I know, Roxio never downloaded any DirectX. It was contained in the files of the install disc.

Yes, it 'should'. LOL The Roxio installer checks for DirectX and shouldn't install or update if you already have the latest.
