I have tried a clean install and I have turned off UAC. I have in been told to install the USB device drivers, but that did not help. That being said, my problem is that I cannot open the "Capture Audio from Sound Card" Application. I click on it and a blue circle appears, then disappears. Nothing else. This also happens when I try to "Capture Video" and "Digitize LP's and Tapes".
When I click on "Edit Video" I get an error message that says, "No Permissions to Launch Application".
The programs that do work are "Plug and Burn" and "Burn audio cd". My USB device is recognized and is working, I was able to burn a video straight to DVD, but I can't capture anything to my computer because the applications do not open.

Your install is corrupt. You will have to do the Clean Install for your OS. I recommend you print the process and follow it to the letter.
Some folks have had to do this a few times to get it right…
I would also suggest 2 other steps to try when you reach the Install part. One is to create a new account on your PC with full admin privileges. Use this account to install with, you can delete it later.
Another trick is to copy the contents of the CD to your HDD and run the install from there.

The install worked this time, thank you! But now I have another problem, the USB driver is not recognized, do I need to reinstall again?

Maybe not – download and install the Device Drivers, Here.
That should do the trick.

All right, I think everything is installed correctly, but now when I start my computer I get a message that says "Roxio LiveShare Service stopped working and was closed" is this something I should worry about?
