How to ad Fade IN and Fade out to movie?

I have created my movie from mutliple video clips and now want to ad a FADE IN at the beginning and a FADE OUT at the end.  I don't see anywhere where I can do this.  How is this accomplished?

Add a blank panel at the beginning and then a dissolve transition between the blank panel and the movie. Adjust the duration of panel and transition to get desired effect. Do the same at the end of movie.

Edit Video -Advanced-- use the dissolve transition between the clips.  Best done in Storyline view.
Regardless of what I say about computer maintenance, there is no need to defrag a solid state hard drive.
