How do I configure Creator 10 suite to use my 16X drives, when I copy a dvd, it tells me the target burn speed is 4X?

You can't. The write speed is dependent on the drive as well as type/brand of media being in used. Creator will pickup the optimum speed available to write. Generally, using a better brand of media like Taiyo Yuden and/or Verbatim will allow you specified speeds.
