Is Roxio DE 10.1 the same as Roxio Creator 2010?

No it is not. You are several versions back with Easy Media Creator 10. The DE & .1 means it is a Dell OEM version specifically modified. Creator 2009 was released last year and Creator 2010 was just released a month or so ago.
