i keep getting no permissions to launch application when i click on create dvds

Then you will need to create a New Account on your PC that has Full Administrative privileges.

Then log on as that Account, uninstall Roxio and Install it again.

Check your things under your account and assuming all is well, delete that new account.

Windows gets permissions mixed up once in a while.
