Webcam Interferring

I have a Dell Vostro and webcam automatically starts playing / recording when I try to burn a dvd.  How do I turn off the webcam so VHS can work?

I have my webcam off but nothing shows up in my preview window as I am trying to capture the vhs to folder.

My understanding is you are using the PC version and not the Mac version, so I'm moving this topic to the correct forum.
