AVCHD fit to DVD9 encoding at 25% CPU usage?

Hello everyone!

I'm currently trying to author a DVD9 with some AVCHD video. The encoding process is currently only using 17%-25% of my CPU right now and I'm feeling like it should be closer to 100%. Is there a bottleneck somewhere in my system?

I'm currently running:

Core i7 920
6GB of ram
2 x 1TB WD Caviar Blacks in RAID 0
Windows 7 RC

How many cores is it using?
P4 @3.20GHz on Albatron PX-865PE Pro II with 2GB DDR-SDRAM, FX5900XT video, Viewsonic monitors,
BENQ DW1640, in XP Pro and Windows 7

I blame it all on Global Warming / Global Cooling / Global Staying the Same  [pick one]

Well it's a quad core with hyperthreading, so 4 physical cores and 4 logical ones.Cores 3, 5 and 6 are parked while the other cores range from 25% to 70% with core 0 and 1 being the most active.

What video card?

How long (time) is the project and how long has it been encoding?  

Are you making a standard DVD from AVCHD format files or are you making a AVCHD disc.  With my computer, which is similar to yours, it could take several hours with the 30-40 minutes you can fit on a DVD.   If you are making a AVCHD disc, this post can be moved to that area and you may find more information there.

Also if you are making a AVCHD disc, make an ISO (image file) first and then copy that ISO.  Set your project to 1080i quality and encode that image file to a new folder.
Regardless of what I say about computer maintenance, there is no need to defrag a solid state hard drive.

The video card is a GTX280

The project is around 2 hours and I'm currently authoring a DVD to standard def from a avchd file (fit to disc) on my computer.

I'm not complaining about the time. I just think it's not encoding optimally, hence the 25% utilization on the cpu.

Video card isnt being used right now...

Why do you choose to say 25%?

I've noticed that since I upgraded to Quad core that most application no longer utilize 100% of the CPU.  I don't know if this is a function of the OS or how the applications are written.  I have one video app that only uses one core, but at 95%. It's supposed to be multithreaded, too.

I choose to say 25% because some cores may oscillate from 25% to 70% but the average over time is 20%-25% for  the full cpu since some cores and logical cores are completely parked. I've encoded in all sorts of formats and I generally run into 98%-100% util. unless it's the GPU doing the encoding.

I have a template in my bios for 4Ghz stable. I'll try it to see if % goes down again because of a bottleneck...
