I am having some issues and need to reinstall Roxio 9. If I do that will I lose all of the productions I burned to a file? (mpg)

Make sure that you follow these instructions.
Then it will depend on where you saved the file(s).
If you saved them in one of the folders that the clean install removes then you'll lose them.If you didn't then you won't.
Good idea would be to find them and then either save them to your desktop or to a folder you create specifically for saving them.
