What is a IMG file and waht is a ISA file? Where did you get this IMG file?
Exactly what are you trying to do?

I down loaded a program file from microsoft and it comes in an IMG format. To use the file it has to be burned on a CD as a ISO file.

You can't do what you think it is you want to… And it really doesn't sound like anything MS would send you.
Have you simply double clicked the xxxx.IMG file to see what happens?

Exactly what "program" did you download from Microsoft? I have never heard of a program file in an IMG format
