Yes, you download anything that you can see available there to download.
The Program file is the first to install. That installs all the working programs and a few themes and menus and things. The Content is next, and that installs extra themes, menus, and pretty bits.
Be sure to burn your download files onto a disc as backup, because you'll need them again if you ever need to reinstall.
