I do not know where I should be posting this but how do I convert avi to dvd format so that I can watch a movie that I downloaded from the internet on a dvd player? I have Roxio Creator DE 9. I need step by step instructions if at all possible. Thanks in advance

Don't even try if the video file has DRM (copyright) protection.
Use the DVD making program (DVD Builder or My DVD or..?). Add the file open the application, go to file, new project, "DVD no menu" add the avi file and then burn. That will convert and make the DVD playable on the DVD player.
Once the burn is done, play it on your computer first to see if the DVD was burned properly. If it was, it should play on your DVD player.

If what Steve has posted does not work it is most likely because you have an OEM version. These version are a limited version of the full retail version and have many features disabled or missing. Not accepting avi files is one of the more feature missing.
