trying to create a custom menu for a dvd. Only options i see are automatic chapters breakdown every 1,2,5,10 minutes. How do i create the chapter menu the way i want it??

You can't with Toast. If you prepare the video with iMovie you can place markers there and Toast automatically uses those. If you have an existing MPEG 2 video that has existing chapter markers Toast also will keep those.
