I remember years ago I used “Easy CD Creator 5” to make
“dos bootable CD”, it’s very easy. Now it does not work again
because, likely, the new type of CD burner.
BUT, in the new version “Roxio Creator DE” I can not find
again the option to make Bootable CD. How to make bootable
CD right now? -- Yumin

actually the best way to make a slipstreamed, bootable CD is NOT by using the Roxio suite but by using this (free) one - nLite
This will slipstream all patches, service packs, let you tweeak install options, set it up with user name, CD key for unattended installatiuon
It males a .iso file that you then burn with Roxio

I am using a formal product. On the product CD, it reads: " Roxio Creator 9.0 DE"
and "by Sonic Solution"

That's an emasculated version produced specifically for Dell (and support comes from them)
Not having a copy of that version, I'm guessing that the required parts are actually missing from it
However, as I said in an earlier post, nLite should do the job for you (of making a bootable .iso image ready for burning)
