There is a quick solution to this without contacting support. Somehow setup is being run in Vista No SP Compatibility Mode. Minimum requirement for Vista is SP1.

Right-click setup.exe and select Properties
Choose the Compatibility tab and check that "Run this program in compatibility mode for Windows Vista" is not enabled

If it is select "Change settings for all users" and disable or change compatibility mode to "Windows Vista (Service Pack 1)"
