You use the EMC 8 disc, and install it on the new PC. If you don't have an EMC 8 disc, or you don't have the download file, you aren't going to be able to install it on a new computer.

Unless the computer came with XP, that program won't work anyway. (not Vista nor W7 compatible).
Regardless of what I say about computer maintenance, there is no need to defrag a solid state hard drive.
