splicing videos

All I want to do is create videos... and I am having a hard time... I am used to Microsoft Movie maker where I can just splice things as I see them... does this have that function and I am missing it...

Use "Edit Video -Advanced" aka Video Wave and add the videos you want in the order you want; they are automatically spliced.  If that is not what you want, please provide more information.  It is easier to add the videos in the storyline view ad then do any editing you want in timeline view.
