Changing Bitrate on MP3

Years ago, I had Roxio Easy Media 5. It had a feature where you could take an existing MP3 file and change the bit rate. Example the file was recorded at 192 kbps. There was a sound recorder feature where you could lower it to 128 or whatever quality you wanted. I now own Easy Media 8 and cannot find that feature. Is there anyway to change the bitrate using 8?

Try Sound Editor, one of the programs in EMC 8, if you have the full version.
