Is there a difference between OEM Roxio Easy Media Creator 7 BASIC and Regular REMC 7 NOT basic?

If you hunt round eBay or similar you may get a copy of EMC 7.5 cheaply (that has a lot more going for it then any OEM version)
However it is a known fact that IE7 does cause problems with the older suites so for full functionality I'd recommend a roll-back to IE6 and replace IE7 with Firefox

Yes D2D in EMC v7 and EMC v7.5 are the same.
IE7 (and WMP 10 & 11) did not effect all apps in EMC v7/7.5, only some like DVD Builder for example. So if you've not experienced any issues, then you are probably not using any of the affected apps.
The BASIC v7 you got with your burner is NOT the same as a Retail version (boxed or download purchase direct from Roxio) in that it only includes some of the applications included in the full Retail suite. You only got the ones your burner manufacturer wanted included in their Basic OEM version.
What you are calling "upgrades" on Roxio's site are actually "updates". Big difference. As stated on that update page, they are only for retail versions of the software (software that was purchased), so NO you cannot install those updates to upgrade your OEM basic version to a full retail version. You wold have to buy a retail version of EMC 7 or 7.5.
BTW, try to stick to one post on the subject. Having multiple ones can cause confusion.

I haven't seen Scandisc in version 9 D2D, but have you tried the menu item "Choose Recorder, Alt-C" to switch drives ??
If you hit the menu button at the top right corner of the D2D icon you get the menu shown, and on passing the mouse pointer over that item you get your drives displayed to choose from.
In my example, drive Y: is chosen, but I can choose Z:, and use the menu to enable that drive for Drag-to-Disc, too.

Do you see D2D listed separately in Windows Add or Remove Programs? If you do, you can remove it. I believe at that time, you also had an options to install certain applications and not others. It is time to try something, anything. You have do do some work yourself.
Make a restore point of your hard drive; if you screw up, you can do a restore. Don't play with the registry unless you are given specific instructions.
If you can use D2D from EMC 7, why are you interested in buying a four or five year old program (EMC 9)

For goodness' sake, please stop reacting for a moment and READ the answers you've been given.
Drag-to-Disc version 9 does have the ability to select your recorder. See the picture of version 9 menus in post #6 above.
Since you have both versions and the ability to do it, have you tried Sknis' suggestions in post #8 on how to mix your versions??
We can only lead you so far - after that you have to take a step for yourself.

and no-one is flaming - you CAN select drives from EMC9 (that's always been an option) and it's been there ever since I can recall (and I've been using these programs since the days of Easy CD 3)
There is an option to copy from one optical drive to another - so it HAS to be there
