I have a digital camera that records good quality video, but a bad audio. Then, I will use the camera to record a video of one person talking, and he will be using a microphone that will record the audio in a different file. Then I will have a video file and a sound file.

With Easy Media Creator 9 it is possible to syncronize the video and audio? Keep in mind that video and audio will start in a different moment.

Sure, in VideoWave, bring in the video, mute the audio, then bring in the microphone audio file, on one of the audio tracks in the Timeline view.  You can then move the audio, one way or the other, to get it in sync, with the video.
